Chief of the Law Enforcement System Department of the Administartion of the President Alik Shpekbayev stated that according to the Decree of the President an attestation of the law ernforcment agencies’ officers is being currently held. Taking into account world best practice a three-tier rating attestation scheme was determined.
According to Alik Shpekbayev, the Higher Certifying Commission held nine sittings and interviewed 349 officers. Among them 280 officers (80%) were certified, 69 officers (20%) failed to pass attestation.
Being aware of high standards of the Higher Certifying Commission, 26 senior officers refused to pass an attestation. The officers filed reports on dismissal and reported on quit the police work. In addition, 13 certified officers were recommended to the rotation and 6 to the dismissal in connection with the attainment of the maximum age.
As a result of work of the Higher Certifying Commission the corresponding proposals to strehgthen the officers’ financial and social security and to improve the legislation and the personnel policy in the law enforcement agencies have been introduced to the head of state.
